Cooperative contract consulting for Texas vendors

Tejas Cooperative Partners prepares vendors for BuyBoard, TIPS, and other cooperative purchasing contracts. Registration, the proposal packet, recommendation letters, and deadline tracking are handled as one engagement, in a platform you can see.

  • Vendor registration as your authorized agent
  • Complete, validated proposal packets
  • Recommendation letter tracking
  • Solicitation and addenda monitoring

The Basics

What a cooperative is, in plain terms

A cooperative purchasing organization pools the buying power of many public agencies into one program. It runs one competitive proposal process per category and awards contracts to selected vendors. Every member agency can then buy from those vendors under the cooperative contract, which satisfies the member's own bidding rules.

The Cooperative

The gatekeeper. It posts proposal invitations by category, takes applications, evaluates them, and awards contracts. Texas vendors meet names such as BuyBoard (formally The Local Government Purchasing Cooperative, administered by the Texas Association of School Boards) and TIPS (The Interlocal Purchasing System), alongside national cooperatives with members in every state. The next section lists the cooperatives we work with.

The Members

The buyers. School districts, cities, counties, community colleges, and state agencies join the cooperative so they can purchase from awarded vendors quickly and within procurement law.

The Vendors

The sellers. That is you. An award in your category lets every member buy your products and services under one contract, at or below your awarded pricing, for the full contract term and its renewals.

Cooperatives We Work With

One firm, every major cooperative

Each cooperative runs its own categories, calendars, and member base. We are an independent firm, tied to none of them, and we place you with the cooperative that fits your products and your buyers. Most clients start with one award and add cooperatives as separate engagements.

BuyBoard

Texas | Administered by TASB

Formally The Local Government Purchasing Cooperative. Membership is concentrated in Texas school districts and local governments.

TIPS

Texas based | Nationwide membership

The Interlocal Purchasing System, administered by the Region 8 Education Service Center in Pittsburg, Texas. TIPS members buy in all 50 states, which carries a Texas vendor's award nationwide.

Choice Partners

Texas | Harris County Dept. of Education

A cooperative run by the Harris County Department of Education in Houston, used by school districts, colleges, and local governments across Texas.

HGACBuy

Texas based | Nationwide membership

The cooperative purchasing program of the Houston-Galveston Area Council. Local governments across the country purchase through its contracts.

Sourcewell

National cooperative

A national cooperative based in Minnesota with government and education members across the United States and Canada, strong in vehicles, equipment, and facilities categories.

OMNIA Partners

National cooperative

A national cooperative purchasing organization serving public agencies in every state, with broad category coverage for products and services.

Texas state term contracts, administered by the Statewide Procurement Division, sit alongside these cooperatives for categories the state contracts directly. We add further cooperatives when a client's category and buyers call for them. The fit review names the cooperative or cooperatives we recommend for your company, and why, before you sign anything.

Why Vendors Call Us

Good companies get rejected every cycle

The cooperative process rewards complete, correct, on-time applications. Most vendors fail on process, not on the quality of what they sell.

Rejection

Applications get turned down for incomplete submissions, missed requirements, and weak supporting documents. A rejection costs the vendor the whole cycle.

No time to finish

The requirements are long and detailed. Owners and sales staff at busy companies start the paperwork, get pulled back to daily work, and the window closes.

Recommendation letters

Proposals call for recommendation letters from cooperative member entities. A vendor with no member relationships has no practical way to gather strong letters on a deadline. Our firm does, through relationships built over years.

Categories open on the cooperative's schedule. Miss your category window and the next opening can be years away.

What We Do

Our services

Engagements run on the firm's platform, which holds your core file, your checklist, and your deadlines in one place. AI tools read your documents, extract the data your forms need, check letters and forms against the cooperative's rules, and flag gaps and inconsistencies for a partner to resolve. A partner approves the final packet at a readiness gate before submission, and the platform will not mark a packet ready while a required item is missing, unsigned, or expired.

Core Service

Cooperative Contract Attainment

We manage your pursuit of a cooperative contract from profile to award: category matching, the requirements checklist, the full document package, recommendation letters, pricing and catalog preparation, submission, and work through evaluation to the award decision.

Additional Contracts

After your first award, we pursue new categories with the same cooperative, or your first contract with a different cooperative, under a separate engagement for each contract.

Renewal Support

Awards carry renewal options. We track every renewal date on your contracts and run the renewal work before a term lapses, so an award you paid to win stays in force.

In Development

Post-Award Sales Activation

An award gives you the right to sell to members. Orders require buyers to choose you. We are building a defined service that works member buyers after your award, using the buyer relationships and order patterns we track in our platform.

How It Works

From first call to award letter

  1. Fit review

We review your products, services, and territory, check your current cooperative status, and confirm a live or upcoming invitation in your category.

  2. Agreement and profile

You sign the consulting agreement and complete your company profile once in our platform. That profile is reused on every proposal that follows.

  3. Invitation watch

Our platform watches for your category opening and flags addenda and deadline changes the day they post.

  4. Package build

We build the requirements checklist, close every gap, gather recommendation letters, and prepare your pricing and catalog material.

  5. Submission and evaluation

We coordinate your submission before the deadline and work with you through the cooperative's questions during evaluation.

  6. Award and renewals

On the award notice, your contract term starts. We record your awarded items and renewal dates, and line up your next category while your first contract sells.

Pricing

Flat fees, published in the open

Engagements are priced at $25,000 per cooperative contract: a $12,500 kickoff fee, held in escrow with a licensed third-party escrow holder and released when your proposal is submitted complete and on time, plus a $12,500 attainment fee due only when the contract is awarded. Additional contracts and additional attempts are $12,500 each. Fees are flat. The firm takes no percentage of your sales.

Cooperative membership fees, application fees, and other third party charges are separate from our fees and are paid by you directly. Our consulting agreement states plainly that we guarantee no award and no sales level. Award decisions rest with the cooperative.

Who We Serve

Built for vendors with public sector order sizes

Auto and truck dealerships

One award covers vehicles, parts, and maintenance and repair service. Buyers include the largest public fleets in Texas. Current live example: Proposal Invitation No. 823-26, Medium and Heavy-Duty Trucks, Parts, and Maintenance Repair Service.

Fleet, equipment, and rental companies

Equipment sales, rental, and service contracts that agencies buy every budget year, in categories that reward awarded vendors with repeat orders.

Lighting and electrical suppliers

Lighting, electrical, and related supplies that schools, cities, and counties buy on a recurring basis, across many categories in the cooperatives we work with.

Building products and facility suppliers

Materials, maintenance products, and facility services that schools and municipalities purchase continuously, from small parts to major repair work.

On the buying side, your contract reaches members such as:

  • School districts
  • Cities and municipalities
  • Counties
  • Community colleges and universities
  • State agencies
  • Special districts and other local governments

The Platform

Relationships run the firm. Software runs the work.

Every engagement runs on our own platform, built for cooperative contract work. It holds your profile, your documents, your deadlines, and your award records in one place, and it watches the cooperative calendar so no window opens or changes without us knowing.

Solicitation calendar and matching

Every proposal invitation for the cooperatives we track, matched against your company profile daily. When your category opens, we know the same day.

Addendum and deadline alerts

Cooperatives change live invitations with addenda. Our platform flags each change and each deadline for the clients and prospects it affects.

Requirements checklist

Every required form, document, and letter for your invitation, with an owner and a status, so the gaps that cause rejections get closed early.

Document vault

Your core company documents stored once, versioned, and checked for expiration, then reused across invitations and cooperatives.

Recommendation letter tracking

Member entity contacts by category and region, with the status of every letter your proposal needs: asked, agreed, received.

Award and renewal register

Your awarded items, pricing ceilings, contract terms, and renewal dates, with alerts ahead of every renewal deadline.

Results

What you keep if the cooperative says no

An award is the cooperative's decision, and a complete filing can still end without one. An engagement leaves the vendor with assets that stay in place for the next attempt:

  • Vendor registrations at each cooperative pursued, in your legal name, with the credentials transferred to you
  • A complete, validated core file: tax forms, insurance, licenses, and company documents, exported to you
  • The submitted proposal packet, ready to revise for the next invitation
  • Recommendation letters from member entities, and the relationships behind them
  • Your catalog mapped to the cooperative's line items, with pricing reviewed
  • The published tabulation for your category, showing where the bar sits

The fee for a contract engagement is $25,000: $12,500 to do the work, held in escrow and released when the proposal is submitted complete and on time, and $12,500 only when the contract is awarded. If the filing was complete and on time and the cooperative passes, you pay the $12,500 and nothing more.

The Platform

A platform checks the work before it goes out

Every engagement runs on the firm's platform. Your documents are checked against the cooperative's own rule pack for the invitation you are pursuing. The system flags missing items, expired documents, letters that fall outside the cooperative's rules, and answers that do not match across forms, and it watches the invitation for addenda that reopen requirements. AI tools inside the platform do the reading and the first pass of those checks. A partner reviews every flag, approves every document, and signs off before anything is submitted.

  • Document checks against the cooperative's rule pack
  • Gap and inconsistency flags before submission
  • Addenda monitoring for the life of the invitation

Questions

Asked by nearly every vendor

Are you part of BuyBoard or TIPS?

No. Tejas Cooperative Partners is an independent consulting firm. We help vendors apply to cooperatives including BuyBoard, TIPS, and the other cooperatives listed on this page. We hold no official role with any cooperative or its administrator, and award decisions rest entirely with each cooperative.

We already tried and got rejected. Can you still help?

Yes, and rejected applicants are a large share of the vendors we talk to. We review what your earlier submission contained, identify the gaps, and rebuild the package for the next opening in your category, with recommendation letters gathered through our member relationships.

How long does it take to get on the board?

Timing follows the cooperative's category calendar. Work starts when an invitation in your category is live or approaching, and the evaluation period runs on the cooperative's schedule. We tell you the expected window for your category at the fit review, before you sign.

What does the award actually let us sell?

The items and services marked as awarded to you in the cooperative's tabulation for your invitation, at or below your awarded pricing, to any member agency in the cooperative, for the contract term and its renewals.

Do you guarantee an award or a level of sales?

No. We guarantee a complete, correct, on-time application, built and managed by people who have done it. The cooperative decides awards, and member agencies decide what to buy and from whom.

Why a flat fee instead of a percentage of sales?

A flat fee keeps the engagement simple and keeps our work focused on your award. Your sales under the contract belong to you, in full, at any volume.
